In the following season, the Andalusians were relegated, and he also moved to the category, with RCD Espanyol. In his first two seasons with the Catalans, Arteaga was instrumental in helping it return to the top flight and immediately finish sixth in the following campaign, with 66 games and 10 games combined. Arteaga has an outrangerous class and a great dribble, superb volley, the left side of Espanyol attack was at his own for so many years. He helps to the team to win in year 2000 the third Copa del Rey of Espanyol history with him as captain, this make that his name join with golden letters to the Espanyol history. -Personally view of him- Arteaga made his professional debuts with hometown Cádiz CF, being firmly established as a first-team member in 1991–92.
